Electronic Governance or E-Governance


What is e-governance?
A situation in which all interaction with the government can be done through one counter 24 hours a day, 7 days a week, through electronic means without waiting at government offices.
is possible when governments are willing to decentralise responsibilities and processes and start to use available electronic means such as the Internet. Each citizen can then make contact with the government through a website where all forms, legislation, news and other information ARE available 24/7.
Commercial banks already work according to this concept. Only in a few very special situations one has to go to a physical counter. Most transactions can be done at either an ATM, by mail or by the Internet, which saves the banks an enormous amount in costs. In other words, they do more work, with less people, in less time and with less and smaller offices. 
When a Government, as a collector and source of information, follows this trend, in order to serve its customers (citizens, businesses, and other interest groups) better and to save costs by making internal operations more efficient, the system is said to be “e-Governance”

e-Governance or ‘electronic governance’ is basically the application of Information and Communications Technology (ICT) to the processes of Government functioning in order to bring about GOOD governance. This would generally involve the use of ICT by government agencies for any or all of the following reasons:



(a)Exchange of information with citizens, businesses or other government departments
(b)Speedier and more efficient delivery of public services
(c)Improving internal efficiency
(d)Reducing costs / increasing revenue
(e)Re-structuring of administrative processes and
(f)Improving quality of services.


Course Objectives

This course will introduce the ways in which internet technologies are affecting how people interact with government, and how governments, in turn, are using and managing these technologies to provide information and services to the public.

CASE STUDIES
As a part of the course on e-Governance, you will undertake TWO case studies that will contribute towards the 25 marks set aside for Internal Evaluation.
CASE STUDY 1
In groups of three students, carry out a case study of any major public or private sector initiative in e-governance and evaluate its results. Your study should bring out the following aspects:
a.    Background of the project and why it was taken in hand,
b.    What were the defined objectives at the time of launching of the project.
c.    To what extent were the defined objectives achieved when the project was completed.
d.    SWOT analysis of the completed project
On completion of the project, be prepared to submit a formal project report followed by a group presentation of your study to the class on dates to be specified later
CASE STUDY 2
In groups of three students, carry out a study of the state of e Governance in any one of the under-mentioned countries bringing out the following aspects:
a.    Teething troubles experienced in initiation of e Government and how handled/ overcome
b.    Areas of focus and the levels of e Governance achieved.
c.    Major successes and failures
d.    Future plans
e.    Lessons that Pakistan can learn from the experiences of introducing and furthering of e Governance in that country.

The project reports will be submitted in accordance with the following schedules:
1.          CASE STUDY 1: In the SECOND WEEK following the Mid Semester Break
2.          CASE STUDY 2: In the FOURTH WEEK following the Mid Semester Break
In addition to the written project report, a CD containing the electronic version of the project report may will also be submitted (This may also be done collectively).
GIVEN TIMINGS SHOULD BE STRICTLY FOLLOWED AND WILL NOT BE EXTENDED
ESSENTIAL GUIDELINES FOR WRITING OF CASE STUDIES
The studies should be organized in the following form:
                    Introduction & Aim/ Objective of undertaking the Study
                    Brief review of the Organization/ Country under study ( as applicable)
                    Main body of the paper covering the specific given requirements
                    Conclusion and recommendations, if any
IRRELAVANT INFORMATION OR COPYING FROM COMPANY BROCHURES ETC IS NOT ADMISSABLE AND NO MARKS WILL BE GIVEN FOR SUCH WORK.
The Study should be typed with a line spacing of 1.5 lines and SHOULD NOT EXCEED 12 TYPED PAGES
Each study should be submitted separately in a folder with one blank page on top.
It may be noted that these are NOT Thesis Papers and, therefore, no Literature Review is necessary. However, references may be given wherever considered necessary.
